The complete upgrade and expansion of the City of Benicia’s Wastewater Treatment Plant centered around a new Operations and Maintenance Facility providing upgraded offices, conference room, laboratory, locker rooms and maintenance space. BTA worked with Carollo Engineers and City staff from programming through construction to create create a “one- plant” design concept, integrating new and existing building elements.

Because the plant is located on the Carquinez Strait between San Pablo Bay and Suisun Bay, materials for the new Operations Center were chosen to withstand the marine environment, integrate the building with other existing plant facilities and mediate between the scale of the residential neighbors and the industrial plant.
